Love Castle Manor!
I moved into Castle Manor in August and love it. Great value - my apartment costs less than others in the area with more amenities. I have hardwood floors, a balcony, lots of closet space, an on-site free gym, and they're about to add a rooftop. Love!

Columbia Heights Reviews
Regarding neighborhood safety, there are occasionally shootings unfortunately. I have never personally felt unsafe even at night, but realize others might feel so.
If you value quiet, try to go a block or two away from 14th street (which is a popular artery for fire engines / ambulances / police cars - i.e. lot of sirens).
Con: Increasing amounts of gentrification in this neighborhood is increasing rent prices
